India's capital Rises to Dangerous Pollution Post Festival of Lights
As Tuesday dawned inhabitants of this heavily contaminated metropolis were faced with breathing severely hazardous air that registered in the "alarming" category.
Extremely High Air Quality Readings
Several parts of the capital showed an AQI over 500, which equals ten times the recommended limit recommended by the global health authority.
Certain monitoring stations, readings of toxic particulate matter hit highs of 1,800, equating to 15 to 20 times exceeding healthy levels.
Pyrotechnics Prohibition and New Policy Shifts
For the past four years, authorities had implemented a comprehensive restriction on the sale and use of fireworks during Diwali due to their significant contribution to the deadly haze that covers the city as the cold season sets in.
Yet recently, the newly elected city government petitioned the supreme court to propose a relaxation of the prohibition.
The suggestion was allowing "green crackers" – previously criticized by conservation groups as being only about 30% lower impact – as a middle ground between "heritage and ecological concerns".
Legal Verdict and Implementation
Despite concerns of medical and ecological campaigners, judges complied with the appeal, stipulating that environmentally conscious fireworks could be ignited during designated time windows throughout the Diwali.
Throughout the festival evening, there was widespread flouting of the designated hours across the capital, with little enforcement regarding whether the fireworks being used were actually the more environmentally friendly variety.
Several air quality sensors throughout Delhi recorded contamination reaching highest levels around late evening to extremely hazardous levels observed during celebrations in at least recent memory.
Cross-Border Consequences
The widespread use of firecrackers during the festival also sparked a dispute with bordering Pakistan, with authorities in Pakistan's Punjab partially attributing worsening pollution levels in their urban centers on contaminants coming from across the border following the celebrations.
Chronic Environmental Crisis
Extremely elevated concentrations of atmospheric toxins in the capital have persisted as a major issue for fifteen-plus years, with the condition gradually deteriorating.
Near Diwali, the levels of hazardous particulate matter in the environment has been found to spike to seventy percent above the peak levels ever recorded in the Chinese city, which was once regarded as the world's most polluted urban center.
Diverse Pollution Factors
The problem in the city is resulting from a convergence of various sources including transportation pollution, airborne particles, construction activities, waste incineration and haze from crop residue ignition in nearby regions of neighboring agricultural zones.
Throughout these areas, agricultural workers regularly ignite agricultural waste to expedite field preparation, producing toxic haze that becomes contained over the metropolitan area as cooler air descends.
Public Health and Financial Toll
Public health and economic toll on the approximately 33 million people residing in the metropolitan zone is substantial, according to numerous investigations.
These hazardous conditions results in high levels of neurological, heart and circulatory and lung disorders, and can result in malignancies.
Air quality crisis is calculated to be causing approximately 10k premature mortalities each year in the city.
